Rose Butler

Rose Butler brings more than 15 years of experience in public policy, government relations, and advocacy to Homeward Public Affairs. A strategic and relationship-driven leader, she helps mission-driven organizations navigate complex systems, engage decision-makers, and deliver practical, solutions-focused outcomes.

Based in Toronto, Rose has built her career at the intersection of government, community, and public institutions. Most recently, as Interim Vice President of Research and Advocacy at Daily Bread Food Bank, she led multi-level advocacy campaigns that achieved significant policy wins — including protecting federal disability benefits from provincial clawbacks, advancing Toronto’s declaration of food insecurity as an emergency, and supporting the federal government’s commitment to a permanent National School Food Program.

Previously, Rose served in senior leadership roles at Metrolinx, including as Chief of Staff to the President & CEO and Strategic Advisor to the Board Chair, where she guided intergovernmental relations and major capital initiatives supporting more than $30 billion in transit funding. She also led public affairs strategies at United Way Greater Toronto, securing multimillion-dollar investments to expand employment programs and community benefits for equity-deserving groups. Earlier in her career, she held senior policy roles within the Government of Newfoundland and Labrador, advising on health, justice, and economic policy.

Rose is passionate about advancing equity and building resilient communities where everyone has the means to thrive. At Homeward, she supports clients in shaping strategy, building coalitions, and translating mission into meaningful policy impact.

In her spare time, Rose enjoys spending time with her family, staying connected to her community, and making space for the people and moments that matter most.
